Abstract

Dalam permasalahanya yaitu belum adanya sosialisasi kepada masyarakat baik tingkat kecamatan maupun desa, banyak investor-investor yang tertarik menginvestasikan ke lahan sawah, terjadi tarik-menarik kebijakan PLP2B antara Dinas Pertanian Kabupaten Serang dengan DPRD Kabupaten Serang sehingga dibutuhkan peran Pemerintah Daerah dalam melakukan upaya mempertahankan lahan pertanian. Penelitian ini dilakukan untuk mengetahui proses dan karakteristik dalam perumusan kebijakan perlindungan lahan pertanian pangan berkelanjutan di Dinas Pertanian Kabupaten Serang. Teori yang digunakan konsep perumusan kebijakan Patton & Sawicki (1993:3) dalam buku Riant Nugroho (2014:308) dan konsep upaya mempertahankan lahan pertanian menurut UU No 41 Tahun 2009. Penelitian ini merupakan kualitatif deskriptif. Teknik analisis data yang digunakan Model Klasik proses pemecahan masalah (Model Komprehensif). Hasil dari penelitian ini menunjukkan bahwa sampai saat ini perda PLP2B belum di paripurnakan, persoalannya dengan fakta di lapangan terkait dengan lahanlahan yang akan ditetapkan menjadi lahan pertanian, Dinas Pertanian belum menentukan tanah-tanah yang menjadi tanah pertanian berkelanjutan dalam kebijakan PLP2B secara komprehensif, belum ada kesesuaian dengan data-data di lapangan. Oleh karena itu diperlukan peningkatan pola komunikasi dan koordinasi dengan instansi terkait dan masyarakat berpartisipasi dalam melaporkan keluhan dan peduli akan permasalahan pertanian, dan perlunya pembuat keputusan untuk memperhatikan langkah-langkah dalam Model Komprehensif, yang seharusnya dilakukan dalam pemilihan suatu kebijakan, dibutuhkan ketelitian dan kecermatan akibat-akibat yang ditimbulkan dari kebijakan tersebut. In the case of the absence of socialization to the community both at the subdistrict and village levels, many investors are interested in investing in paddy fields, there is a tug of PLP2B policy between the Serang District Agricultural Office and Serang Regional House of Representatives so it takes the role of Local Government in the effort to defend the land agriculture. This research was conducted to know the process and characteristics in formulation of policy of protection of sustainable agriculture land in Serang Agricultural Service. The theory used the concept of Patton & Sawicki (1993: 3) policy formulation in Riant Nugroho's book (2014: 308) and the concept of maintaining agricultural land according to Law No. 41 of 2009. This research is qualitative descriptive. Data analysis techniques used Classical Model problem-solving process (Comprehensive Model). The results of this study indicate that until now the PLP2B regulation has not been complete, the problem with the facts in the field related to the land that will be determined to become agricultural land, the Department of Agriculture has not determined the lands that become sustainable agricultural land or not in the policy PLP2B comprehensive, there is no correspondence with the data in the field. Therefore it is necessary to improve the communication and coordination pattern with relevant agencies and the community participate in reporting complaints and concern about agricultural issues, and the need for decision makers to pay attention to the steps in the Comprehensive Model, which should be done in the selection of a policy, requires precision and accuracy resulting as a result of the policy.
