ABSTRAK Ika Putri Yulianti. Nim. 6661160079. Skripsi. Analisis Pelaksanaan Pemindahtanganan Aset Daerah Dari Pemerintah Kabupaten Serang Kepada Pemerintah Kota Serang. Pembimbing I: Hj. Rahmawati, S.Sos., M.Si., dan Pembimbing II: Dr. Ipah Ema Jumiati, S.I.P., M.Si. Terbentuknya Kota Serang sebagai kota hasil pemekaran tak ayal menimbulkan berbagai macam polemik, salah satunya adalah pemindahtanganan aset daerah dari Pemerintah Kabupaten Serang kepada Pemerintah Kota Serang yang tertuang dalam Peraturan Menteri Dalam Negeri Republik Indonesia Nomor 19 Tahun 2016 tentang Pedoman Pengelolaan Barang Milik Daerah. Permasalahan pada penelitian yakni perbedaan pemahaman terkait isi dari Pasal 13 Ayat 7a UndangUndang Nomor 32 Tahun 2007, belum adanya peraturan turunan dari Pemerintah Kabupaten Serang terkait status kepemilikan Aset Tetap Kabupaten Serang, keterlambatan pelaksanaan pemindahtanganan aset daerah yang telah melewati tenggat waktu berdasarkan Undang-Undang Nomor 32 Tahun 2007. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis pelaksanaan pemindahtanganan aset daerah dari Pemerintah Kabupaten Serang kepada Pemerintah Kota Serang. Teori yang digunakan adalah teori asas-asas pengelolaan barang milik daerah dalam Dadang Suwanda, meliputi asas fungsional; asas kepastian hukum; asas transparansi; asas efisiensi; asas akuntabilitas; asas kepastian nilai. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Hasil penelitian yakni pelaksanaan pemindahtanganan aset daerah dari Pemerintah Kabupaten Serang kepada Pemerintah Kota Serang belum terlaksana secara optimal, hal ini dikarenakan 2 (dua) dari 6 (enam) asas masih mengalami kendala dan kedua asas tersebut meliputi dasar hukum dan bentuk pertanggungjawaban dari kedua belah pihak Pemerintah terkait. The problems in the research are differences in understanding regarding the contents of Article 13 Paragraph 7a of Law Number 32 of 2007, the absence of derivative regulations from the Serang Regency Government regarding the ownership status of Fixed Assets in Serang Regency, delays in the implementation of the transfer of regional assets that have passed the deadline based on the Act. Law Number 32 of 2007. The purpose of this study is to determine and analyze the implementation of the transfer of regional assets from the Serang Regency Government to the Serang City Government. The theory used is the theory of the principles of managing regional property in Dadang Suwanda, including functional principles; the principle of legal certainty; the principle of transparency; the principle of efficiency; the principle of accountability; value certainty principle. The research method used is a descriptive method with a qualitative approach. The results of the study are that the implementation of the transfer of regional assets from the Serang Regency Government to the Serang City Government has not been carried out optimally, this is because 2 (two) of the 6 (six) principles are still experiencing obstacles and both principles include the legal basis and forms of accountability from both parties. relevant government.
