Abstract
Implementation of Article 13 of Law Number 7 of 2014 concerning Trade is the authority of the Regional Government in managing the people's market, one of which is by revitalizing the people's markets. The people's market is one of the fulcrums of the community's economy. But now the people's market is identical to the condition of slums, dirty, not neat, disorderly, and so on. This condition makes people reluctant to shop in the people's markets and prefer to shop in the modern market which offers more convenience. The researcher is interested in examining how the role of the Bogor City Government in realizing revitalization in the public market is based on Minister of Trade Regulation No. 37 / m-dag / per / 5/2017 concerning guidelines for the development and management of trade facilities? And what are the constraints of the Bogor City Government in realizing people's market revitalization based on the Minister of Trade Regulation Number 37 / m-dag / per / 5/2017 concerning guidelines for the development and management of trade facilities. The method used in this research is normative juridical research method, with the type of analytical descriptive research the researcher collects data from secondary data which is the main data source in the research and primary data as supporting data in the form of interviews with the Head of Corporate Legal Areas of Market Pakuan Jaya and market traders. Qualitatively descriptive analysis The results of the research obtained are that the procedures for revitalizing the people's markets in the city of Bogor have not been optimal, because there are still many people's markets in Bogor that have not been revitalized, and the revitalization procedures carried out are not on time. As well as there are technical obstacles faced in revitalizing the people's market, namely the lack of communication with market traders which results in misunderstandings Keywords: Revitalization, People's Market, Minister Regulation

| Additional Information: | Implementasi Pasal 13 Undang-undang Nomor 7 tahun 2014 tentang Perdagangan adalah kewenangan Pemeritah Daerah dalam mengelola pasar rakyat,salah satunya dengan cara revitalisasi pasar rakyat. Pasar rakyat merupakan salah satu titik tumpu perekonomian masyarakat. Namun saat ini pasar rakyat identik dengan keadaan kumuh, kotor, tidak rapih, tidak tertib, dan sebagainya. Keaadaan ini membuat masyarakat enggan untuk berbelanja di pasar rakyat dan lebih memilih berbelanja di pasar modern yang lebih menawarkan kenyamanan. Peneliti tertarik menelaah tentang bagaimana peran Pemerintah Kota Bogor dalam merealisasikan revitalisasi di pasar rakyat berdasarkan Peraturan Menteri Perdagangan Nomor 37/m-dag/per/5/2017 tentang pedoman pembangunan dan pengelolaan sarana perdagangan? Dan apa kendala Pemerintah Kota Bogor dalam merealisasikan revitalisasi pasar rakyat berdasarkan Peraturan Menteri Perdagangan Nomor 37/m-dag/per/5/2017 tentang pedoman pembangunan dan pengelolaan sarana perdagangan. Metode yang digunakan dalam penelitian ialah metode penelitian yuridis normativ,dengan jenis penelitian deskriptif analitis Peneliti mengumpulkan data dari datasekunder yang merupakan sumber data pokok dalam penelitian dan data primer sebagai data penunjang berupa wawancara dengan Kepala Bidang Hukum Perusahaan Daerah Pasar Pakuan jaya dan para pedagang pasar. Dianalisis secara deskriptif kualitatif Hasil penelitian yang didapat adalah,prosedur revitaliasi pasar rakyat di Kota Bogor belum optimal, karena masih banyak pasar rakyat di Kota Bogor yang belum di revitalisasi, dan prosedur revitalisasi yang dilakukan ada yang tidak tepat waktu. Serta terdapat kendala teknis yang di hadapi dalam merevitalisasi pasar rakyat yaitu kurangnya komunikasi dengan para pedagang pasar yang mengakibatkan terjadinya kesalah pahaman.
