Abstract

This research is a study of the Implementation of the Principles of Public Information Openness in Banten Province Government, which aims to assess whether the Main PPID of Banten Province has applied the Principles in accordance with article 2 of law number 14 of 2008 concerning public information that is available, quickly and on time, light and simple costs. This research is a study that discusses empirical law is a research that aims to see the law in the real sense and examine how the law works in the community. While discussing what is used in this thesis is done by using Sociological Juridical. In this research the main PPID of Banten Province is still not maximized in implementing these principles because it is still in large numbers in the implementation of this matter, because there are still many OPD that have not been integrated with the Information Management and Documentation Officer (main PPID), in the process of finding public information very convoluted first if the main PPID does not ask for this information must ask for information to the helper PPID and of course have to ask for time and money again. There are still many reports that respond in the process of responding to community information, which are not yet maximized in the process of requesting public information in the main PPID of Banten Province. HR who have not been able to manage public information based online. Not yet uniform, public information that is general that can be opened or excluded. Penelitian ini merupakan penelitian tentang Implementasi Prinsip-Prinsip Keterbukaan Informasi Publik Di Pemerintahan Provinsi Banten, yang bertujuan untuk menilai apakah PPID utama Provinsi Banten sudah melaksanakan Prinsip-prinsip yang sesuai dengan pasal 2 undang-undang nomor 14 tahun 2008 tentang informasi publik yang bersifat terbuka, cepat dan tepat waktu, biaya ringan dan sederhana. Penelitian ini merupakan penelitian yang bersifat Hukum empiris yaitu suatu metode penelitian hukum yang berfungsi untuk melihat hukum dalam artian nyata dan meneliti bagaimana bekerjanya hukum di lingkungan masyarakat. Sedangkan pendekatan yang di gunakan pada skripsi ini di lakukan dengan menggunakan pendekatan Yuridis Sosiologis. Dalam penelitian ini PPID utama Provinsi Banten masih belum maksimal dalam melaksanakan prinsip-prinsip tersebut karena masih banyaknya kendala dalam melaksanakan hal tersebut, karena masih banyaknya OPD yang belum terintegrasi dengan Pejabat Pengelola Informasi dan Dokumentasi (PPID utama), dalam proses permohonan informasi publik sangat berbelit belit terlebih jika PPID utama tidak menguasai informasi tersebut sehingga harus meminta informasi ke PPID pembantu dan itu tentu harus memerlukan waktu dan biaya lagi. Masih banyaknya laporan keberatan dalam proses permohonan informasi publik menandakan masih belum maksimalnya proses permohonan informasi publik di PPID utama Provinsi Banten. SDM yang belum mampu untuk mengelola informasi publik yang berbasis online. Belum seragamnya informasi publik yang bersifat general yang dapat dibuka atau dikecualikan. Dengan masih banyaknya aduan keberatan maka dapat di simpulan masih belum maksimalnya proses pelayanan informasi. Kata Kunci : Prinsip-Prinsip, Informasi Publik
