Abstract

Implementasi Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Di Kecamatan Cibeber Kota Cilegon Oleh Dinas Sosial Kota Cilegon Tahun 2018. Pembimbing I: Riswanda, S.Sos., M.Pa, Ph.D. dan Pembimbing II: Dr. Titi Stiawati, M.Si. Fokus penelitian adalah Implementasi Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Di Kecamatan Cibeber Kota Cilegon Oleh Dinas Sosial Kota Cilegon Tahun 2018. Tujuan dari penelitian ini untuk mengetahui bagaimana Implementasi Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) Di Kecamatan Cibeber Kota Cilegon Oleh Dinas Sosial Kota Cilegon Tahun 2018. Permasalahan pada penelitian yaitu adanya pihak yang terlibat dalam program RS-RTLH hadir pada saat pelaksanaan, pembatasan waktu yang diberlakukan untuk proses merehab tidak berdasarkan atas pertimbangan situasi dan kondisi, tidak adanya partisipasi masyarakat pada saat program RS-RTLH diimplementasikan, kurangnya dana yang dianggarkan untuk program RS-RTLH, mekanisme pencairan dana yang tidak sesuai dengan petunjuk teknis pelaksanaan program RS-RTLH yaitu Peraturan Walikota Cilegon Nomor 30 Tahun 2016 tentang Petunjuk Pelaksanaan Rehabilitasi Sosial Rumah Tidak Layak Huni Kota Cilegon. Teori yang digunakan adalah teori implementasi oleh Van Metter dan Van Horn, meliputi ukuran dan tujuan kebijakan; sumber daya; karakteristik agen pelaksana; sikap atau kecenderungan (disposition) para pelaksana; komunikasi antar-organisasi dan aktivitas pelaksana; lingkungan ekonomi, sosial, dan politik. Hasil penelitian yakni implementasi program RS-RTLH di Kecamatan Cibeber belum berjalan dengan baik. Saran yang direkomendasikan yaitu mengoptimalisasikan dalam hal pemberian sosialisasi, memprediksi tingkat kerusakan bangunan di masa yang akan mendatang, melibatkan semua pihak di setiap tahap dalam pelaksanaan program RS-RTLH, penerbitan absensi kehadiran serta sanksi yang tegas, pemberian waktu merehab rumah dengan berdasarkan situasi dan kondisi. The focus of the research is the Implementation of the Social Rehabilitation Program for Uninhabitable Houses (RS-RTLH) in Cibeber District, Cilegon City by the Cilegon City Social Service in 2018. The purpose of this research is to find out how the Implementation of the Uninhabitable House Social Rehabilitation Program (RS-RTLH) Cibeber District, Cilegon City By the Social Service of Cilegon City in 2018. The problems in the research are that there are parties involved in the RS-RTLH program present at the time of implementation, the time restrictions imposed for the rehabilitation process are not based on consideration of the situation and conditions, there is no community participation in the rehabilitation process. when the RS-RTLH program was implemented, the lack of budgeted funds for the RS-RTLH program, the mechanism for disbursing funds that were not in accordance with the technical instructions for implementing the RS-RTLH program, namely Cilegon Mayor Regulation No. . The theory used is the theory of implementation by Van Metter and Van Horn, including policy measures and objectives; resource; characteristics of implementing agents; attitude or tendency (disposition) of the implementers; inter-organizational communication and implementing activities; economic, social and political environment. The result of the research is that the implementation of the RS-RTLH program in Cibeber District has not gone well. The recommended suggestions are optimizing in terms of providing socialization, predicting the level of damage to buildings in the future, involving all parties at every stage in the implementation of the RS-RTLH program, issuing attendance and strict sanctions, giving time to rehabilitate houses based on situations and conditions.
