Abstract

Melalui Program Pembinaan Pelatihan Produktivitas, diharapkan masyarakat Kabupaten Serang mampu membuka usaha baru atau mendapatkan pekerjaan baru sehingga dapat menurunkan tingkat penggangguran terbuka di Kabupaten Serang. Namun, dalam pelaksanaannya masih didapati banyak kendala seperti antara lain jumlah peserta pelatihan yang terbatas, minimnya sarana dan prasarana, waktu pelatihan yang terbatas, kelanjutan peserta pelatihan yang masih belum mendapatkan pekerjaan. Dengan menggunakan teori efektivitas oleh Gibson (dalam Tangkilisan, 2005:141) dengan 7 (tujuh) indikator yaitu kejelasan tujuan dan sasaran, kejelasan strategi, perencanaan yang matang, penyusunan program yang tepat, sarana dan prasarana, sistem pengawasan dan pengendalian yang bersifat mendidik, dan proses analisis dan kebijaksanaan yang baik. Dengan menggunakan metode kuantitatif deskriptif dengan 73 responden, hasil penelitian menunjukan tingkat efektivitas 70%. Maka rekomendasi penelitian adalah menambah kapasitas peserta pelatihan, meningkatkan kualitas sarana dan prasarana, perluasan bidang pelatihan, serta pengarahan tenaga kerja lulusan pelatihan kerja.

Additional Information: Through the productivity training program, it is expected that Serang's people will be able to open a new business or obtain a new job to decrease the openunemployment level in Serang Regency. However, there are still many obstacles in its implementation, including limited training participants, lack of facilities and infrastructures, limited training times, and the continuity of training participants who still have not found a job. This study used effectiveness theory by Gibson (in Tangkilisan, 2005:141) with 7 (seven) indicators: clarity of goals and objectives, clarity of strategy, careful planning, creating appropriate programs, facilities and infrastructure, educational supervision and control system, and process analysis and good policies. Then, this study used a descriptive quantitative method with 73 respondents. The results of the study show that the effectiveness level is 70%. Thus, the study recommendations are to increase the training participants, increase the facilities and infrastructure quality, expand the training field, and brief graduate participants.
