Abstract
Program pro rakyat Pemerintah Kota Cilegon merupakan wujud dari “Agenda Cilegon Sejahtera” yang ada di dalam RPJMD 2010-2015 Kota Cilegon. Program pro rakyat dikelompokkan ke dalam 5 fase. Pada fase ke 5 salah satunya yaitu program bantuan kios warung ekonomi pedagang kaki lima. Tujuan program ini yaitu untuk menciptakan ketertiban, keindahan, dan kenyamanan pedagang dalam berusaha. Adapun permasalahannya yakni sosialisasi program warung ekonomi pedagang kaki lima belum dilakukan secara maksimal, pelaksanaan bantuan kios warung ekonomi belum dilakukan secara merata, besaran pinjaman penerima bantuan kios warung ekonomi tidak mempertimbangkan ketentuan, dan tidak adanya koordinasi antara pihak pelaksana warung ekonomi dengan Satpol PP Kota Cilegon. Penelitian ini bertujuan untuk mengetahui Implementasi Program Pro Rakyat Fase Ke 5 Pemerintah Kota Cilegon (Studi Kasus Warung Ekonomi Pedagang Kaki Lima). Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Peneliti menggunakan teori implementasi dari Merilee S. Grindle. Hasil penelitian menunjukkan bahwa Implementasi Program Pro Rakyat Fase Ke 5 Pemerintah Kota Cilegon (Studi Kasus Warung Ekonomi Pedagang Kaki Lima) belum berjalan optimal. Hal tersebut dikarenakan terdapat perbedaan kepentingan antara pihak pelaksana program warung ekonomi pedagang kaki lima dengan pihak Satpol PP Kota Cilegon dalam melakukan kegiatan penertiban yang dapat menghambat pelaksanaan dari program warung ekonomi tersebut. Saran dari peneliti adalah kepentingan yang mempengaruhi program harus dikaji ulang oleh pemerintah dengan membuat kebijakan khusus dalam program ini agar dapat memiliki kekuatan lebih, pelaksanaannya jelas, serta kepentingan yang ada dapat sejalan agar dapat mengoptimalkan pelaksanaan program warung ekonomi tersebut. | Additional Information: | Pro-people program in Cilegon Government is a manifestation of the "Agenda Cilegon Sejahtera". It was arranged in RPJMD Cilegon City period 2010-2015. Pro-people program are grouped into five phases. In phase 5, one of program is supporting “Warung Ekonomi” to street seller. The initial goal of this program is to create order, beauty, and comfort merchants in the attempt. Problems identified of the research in this study is the socialization of fifth phase pro-people program “Warung Ekonomi” street sellers not optimal, assistance to street sellers has not done evenly, the amount of loan beneficiaries to street sellers does not take into consideration the provisions, and lack of coordination between the assistance to street sellers with Satuan Pamong Praja/Satpol PP. This study aims to determine the implementation of fifth phase pro-people program in Cilegon Government (Case Study of “Warung Ekonomi” Street Sellers). This research uses descriptive method with qualitative approach. Researcher uses the theory of implementation of Merilee S. Grindle. The results showed that the implementation of fifth phase pro-people program in Cilegon Government (Case Study of “Warung Ekonomi” street sellers) haven’t run optimally. It’s because there are any conflict of interests between the street seller and Satpol PP Cilegon in conducting enforcement activities that can obstruct the program. Suggestion of researcher that the program must be reviewed by the government to make a specific policy in this program in order to have more power, clear implementation, as well as the interests that can be aligned in order to optimize the implementation of the program.
