Dwi Rahayu. NIM 6661100829. Skripsi. Fungsi Pengawasan Peredaran Kosmetik Berbahan Terlarang Oleh Badan Pengawasan Obat dan Makanan Provinsi Banten di Pasar Rau Kota Serang. Pembimbing I: Anis Fuad, M.Si dan Pembimbing II: Titi Stiawati, M. Si Fokus penelitian ini adalah fungsi pengawasan peredaran kosmetik berbahan terlarang oleh BPOM Provinsi Banten di Pasar Rau Kota Serang belum maksimal karena masih ditemukannya kosmetik berbahan terlarang, dan kurangnya pengetahuan konsumen tentang dampak penggunaaan kosmetik berbahan terlarang. Teori yang digunakan menurut Handayaningrat (1990) yaitu mempertebal rasa tanggungjawab pejabat yang diserahi tugas, mendidik para pejabat agar mereka melakukan pekerjaan sesuai prosedur, lalu untuk mencegah terjadinya penyimpangan, kelalaian dan kelemahan, agar tidak terjadi kerugian yang tidak diinginkan, dan untuk memperbaiki kesalahan dan penyelewengan. Metode yang digunakan adalah kualitatif, pengumpulan data melalui observasi, wawancara, dan studi dokumentasi. Informan terdiri dari BPOM Provinsi Banten, Dinas Kesehatan Kota Serang, dan masyarakat. Hasil penelitian ini adalah intensitas sidak dan sosialisasi langsung di Pasar Rau yang dilakukan oleh intansi terkait sangat minim. Lalu, sanksi dan hukuman yang tidak menimbulkan efek jera juga diakui oleh pihak BPOM Provinsi Banten. Ditambahkannya intensitas sidak keseluruh toko kosmetik di Pasar Rau, serta sosialisasi berkala terkait bahaya mengkonsumsi kosmetik berbahan terlarang sangat diperlukan guna menurunkan peredaran kosmetik berbahan terlarang. Si The focus of research is the function of controlling the circulation of cosmetics made by dangerous components by Agency of Drug and Food Control (ADFC) of Banten Province in Pasar Rau Serang is still not efficient because even now we still can find cosmetic products made of dangerous component sold in Pasar Rau. Also there’s a lack of information and knowledge about the side effect of using cosmetics made by dangerous component among costumers. Theory used from Handayaningrat (1990). The objective of this research is to develop sense of responbility among staffs to educate them so they did their jobs according to procedure, and to fix mistakes and anticipate every problem that comes. This research used qualitative method. The data source is from observation, interview, and private documenting, The subject and source of information of this research is the ADFC of Banten Province, Public Health Office of Serang City, and both seller and consumer of cosmetics. According to this research, the intensity of control and information spread about the danger of cosmetics made by dangerous component conducted by related institution is minimal and not effective. The ADFC of Banten Province also admits that the punishment that was given is not very effective because people will keep doing the same thing again. Adding intensity of investigation to all of cosmetic stores in Pasar Rau, and socialization periodical related the danger of consume of cosmetics made by dangerous components is required use to minimize the circulation of cosmetics made by dangerous components.
