Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Pembimbing I: Dr. Suwaib Amirudin, M.Si., dan Pembimbing II: Deden M. Haris, M.Si. Penelitian ini dilatar belakangi oleh proses pencairan dana tidak memiliki kepastian waktu yang jelas. Masih terkendalanya pelaksanaan program RS-RTLH yang kurang sesuai dengan petunjuk teknis pelaksanaan. Belum semuanya pihak yang terkait dengan program RS-RTLH seperti dari Kecamatan dan Kelurahan terlibat dalam pelaksanaan. Sosialisasi mengenai program RS-RTLH belum berjalan optimal. Tujuan penelitian ini adalah untuk mengetahui implementasi program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) di Kota Serang. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan menurut Charles O’Jones yaitu organisasi, interpretasi, dan penerapan. Adapun metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Teknik analisis data penelitian menggunakan analisis data Miles dan Humberman. Hasil penelitian menunjukkan bahwa Implementasi Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS-RTLH) di Kota Serang belum berjalan optimal. Hal ini terlihat dari belum sepenuhnya keterlibatan dari pihak yang terkait dengan program RS-RTLH menjadi pelaksana, masih ada dari pelaksana yang pemahamannya terbatas, dan belum sepenuhnya sosialisasi program RS-RTLH menyentuh masyarakat. Peneliti memberikan saran mengenai penelitian ini yaitu meningkatkan koordinasi dan kerjasama diantara pihak yang terkait dalam program RS-RTLH, perlu adanya peningkatan wawasan dari para pelaksana, dan Dinas Sosial Kota Serang harus turun langsung dalam memberikan sosialisasi di setiap Rukun Tetangga (RT). Kata Kunci: Rehabilitasi Sosial Rumah Tidak Layak Huni, Implementasi Kebijakan.

This research is motivated by the money disbursement process which does not have a clear time certainty, still hampered implementation of program RS-RTLH which less in accordance with the technical guidelines implementation, also not all parties related to the RS-RLTH program like Subdistrict and Village is involved in the implementation. Socialization of the program RS-RTLH has not run optimally. The purpose of this study is to investigate the Implementation of Program Social Rehabilitation of Houses Uninhabitable (RS-RTLH) in Serang city. The theory used in this study is the theory of policy implementation according to Charles O'Jones that consist of the organization, interpretation, and application. The method used is descriptive qualitative method approach. Analysis techniques of data Research is using data analysis from Miles and Humberman. The results showed that the Implementation of Program Social Rehabilitation of Houses Uninhabitable (RS-RTLH) in Serang city is not running optimally. This is evident from the involvement of party associated with RS-RTLH programs that have not fully become executor, there is still limited understanding of the executor, and the socialitation of program RS-RTLH has not been fully touches people. Researchers give suggestion on this research to improve coordination and cooperation among the parties involved in the RS-RTLH program, need for increase the executor insight, and the Social Service should plunge down directly in providing socialization in each Neighborhood (RT).
