Abstract

Selvi Destiasari, 6661081111. Skripsi. Kinerja pegawai di kantor Kecamatan Cipocok Jaya Kota Serang. Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing I Titi Stiawati, M.Si., Pembimbing II Rahmawati, M.Si. Peneliti memfokuskan penelitian di kantor kecamatan Cipocok Jaya kota Serang. Identifikasi masalah: kurang optimalnya pegawai kecamatan dalam pelayanan publik; Pelanggaran yang dilakukan pegawai dalam ketentuan jam kerja dan keterlambatan dalam pelayanan; kurangnya teguran ataupun sanksi dari pimpinan terhadap bawahannya yang melakukan pelanggaran; pelaksanaan tugas yang tidak efisien. Metode penelitian: kualitatif. Tujuan penelitian ini yaitu untuk mengetahui Kinerja Pegawai di Kantor kecamatan Cipocok Jaya kota Serang. Menggunakan teori pengukuran kinerja menurut Bernandian & Russel (dalam Faustino Cardoso Gomes, 2005:142), indikator kinerja yaitu kuantitas pekerjaan, kualitas pekerjaan, pengetahuan terhadap pekerjaan, kreatifitas, kerjasama, keteguhan dalam pekerjaan, inisiatif dan kualitas pribadi. Hasil penelitian menunjukkan bahwa masih ada tumpang tindih pekerjaan yang terjadi, kualitas pegawai belum menunjukkan kinerja yang maksimal, pengetahuan pegawai terhadap pekerjaannya sudah cukup baik, kreatifitas dan kerjasama yang belum optimal sehingga menghambat pekerjaan, Inisiatif yang masih kurang disebabkan karena kurangnya rasa percaya diri untuk menyampaikan dan ada juga yang menyampaikan akan tetapi menunggu diberikan kesempatan untuk menyampaikan, sikap keramahtamahan pegawai menunjukkan sikap yang belum prima dalam melayani warga hal ini ditunjukkan dari hasil pengakuan warga yang mengeluhkan masih adanya sikap yang kurang prima yang diterima warga. Kesimpulannya kinerja pegawai kecamatan Cipocok Jaya belum optimal; Saran : perlunya penambahan SDM (pegawai) untuk menghindari tumpang tindih pekerjaan, perlunya pengawasan yang ketat dan tegas bagi pegawai yang melanggar aturan, perlu adanya peningkatan kualitas pegawai dan pemberian penghargaan kepada pegawai yang bekerja rajin dan profesional sehingga dapat mengoptimalkan kinerja. Identification of problems: less optimal sub-district employees in the public service; Violations committed by employees under the terms of working hours and delays in service; lack of warning or sanction of the leadership against subordinates who commit violations; implementation tasks efficiently. Research methods: qualitative. The purpose of this study is to determine the Employee Performance in the sub-district office Cipocok Jaya Serang city. Using the theory of performance measurement according Bernandian & Russel (in Faustino Cardoso Gomes, 2005:142), performance indicators, namely the quantity of work, quality of work, knowledge of the work, creativity, cooperation, persistence in work, initiative and personal qualities. The results showed that there is still overlap of work going on, the quality of employees has yet to show maximum performance, knowledge of employees towards their work is good enough, creativity and collaboration are not optimal so that hinder the work, initiatives are still lacking due to lack confidence to deliver and there also were delivered but wait given the opportunity to present, indicates the attitude the attitude of hospitality employees who have not been primed in serving the citizens it is shown from the result of the recognition of the people who complained about the persistence of the attitudes that they receive are less vibrant. In conclusion Cipocok Jaya sub-district employee performance is not optimal; Suggestion: the need for additional human resources (employees) to avoid duplication of work, the need for close monitoring and decisive for employees who violate the rules, it is necessary to improve the quality of employees and granting awards to employees who work diligently and professionally in order to optimize performance.
