Abstract
Aris Mulyadi, Analisis Formulasi Peraturan Bupati No 5 Tahun 2011 Tentang Larangan Aktivitas Jemaah Ahmadiyah Di Kabupaten Pandeglang, Fakultas Ilmu Sosial Dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Pembimbing 1 Dr Suwaib Amiruddin M. Si dan Pembimbing 2 Abdul Hamid M, Si Kata Kunci: Formulasi, Analisis, Kebijakan Fokus penelitian ini adalah Analisis Formulasi Kebijakan Peraturan Bupati No 5 Tahun 2011 Tentang Larangan Aktivitas Jemaah Ahmadiyah Di Kabupaten Pandeglang. Dimana dikeluarkannya Perbup ini dikarenakan aliran Ahmadiyah merupakan aliran yang dianggap sesat oleh umat Islam, Salah satunya permasalahan yang terjadi di Kecamatan Cikeusik Kabupaten Pandeglang yaitu bentrokan antara aliran Ahmadiyah dengan warga Cikeusik yang beragama Islam yang menyebabkan adanya korban jiwa dari pihak Ahmadiyah. Dari kejadian tersebut Pemerintah setempat mengeluarkan Peraturan Bupati No 5 Tahun 2011 Tentang Larangan Aktivitas Jemaah Ahmadiyah Di Kabupaten Pandeglang. Untuk mencegah sepenuhnya permasalahan/konflik sosial serupa. Teori yang digunakan dalam penelitian ini ialah teori Thomas R. Dye, yang terdiri dari 4 variabel yaitu identivikasi masalah, penyusunan agenda, perumusan masalah, pengesahan kebijakan. Metode yang digunakan peneliti dalam penelitian ini yaitu metode studi kasus dengan pendekatan kualitatif. Dan yang menjadi instrumen penelitian ialah peneliti sendiri. Dalam penelitian tersebut, teknik pengumpulan data yang peneliti gunakan yaitu dengan menggunakan teknik wawancara, observasi, dan studi dokumentasi. Berdasarkan hasil penelitian dan analisis data yang dilakukan oleh peneliti dalam Analisis Formulasi Peraturan Bupati No 5 Tahun 2011 Tentang Larangan Aktivitas Jemaah Ahmadiyah Di Kabupaten Pandeglang. Surat Keputusan tersebut dibuat sebagai alternatif agar konflik SARA yang telah terjadi tidak terjadi kembali, selain itu kebijakan yang diterapkan walaupun masih cenderung menghasilkan kontroversi dikalangan jamaah Ahmadiyah namun kebijakan tersebut memberikan hasil yang baik dalam upaya pencegahan terjadinya konflik SARA sampai saat ini.

Si and Advisor 2 Abdul Hamid M, Si Key word : Formulation, Analysis, Policy The focus of this research is the analysis of regent regulation policy formulation of number 5, the year of 2011 about the act of banning Ahmadiyah community in the regency of Pandeglang. The reason why the regent regulation ( Perbup ) is released because the sect of Ahmadiyah is considered as the deviation one by the islam community, one of conflictions which was happened in Cikeusik sub district of Pandeglang regency was the quarreling between Ahmadiyah sect with the the islam citizens of Cikeusik which caused some Ahmadiyah’s victims. After the incident had been happened, the local government released the regent regulation of number 5, the year of 2011 about the act of banning Ahmadiyah community in the regency of Pandeglang in order to be able to prevent the same social confliction completely. The theory which is used in the research is Thomas R.Dye which has four variables, those are the identification of problem, the arranging of agenda, the formulation of problem, and the ratification of policy. The method which is used by the researcher in this study is the method of case study by using the approach of qualitative. And the instrument of the study is the researcher himself. In the research, the technique of collecting data which is used by the researcher uses the interview technique, observation, and documentation study. Based on the study result and the data analysis which has been done by the researcher in the analysis of regent regulation policy formulation of number 5, the year of 2011 about the act of banning Ahmadiyah community in the regency of Pandeglang. The letter of decision is made as the alternative to prevent the matters of the ethnic, religious, and racial relations ( SARA) will not be occurred any more. Beside that the policy which is applied gives a good result even though it has still had the controversy among the Ahmadiyah sect up to the present time being. |
