Universitas Sultan Ageng Tirtayasa. Pembimbing I: Anis Fuad, S.Sos., M.Si dan Pembimbing II: Dr. Riswanda, Ph.D., Berdasarkan UU No.23 Tahun 2006 dan Peraturan Presiden No. 35 Tahun 2010 tentang Perubahan atas Peraturan Presiden No. 26 Tahun 2009 tentang penerapan KTP berbasis Nomor Induk Kependudukan secara nasional, pemerintah telah menetapkan kebijakan yang bertujuan untuk menciptakan administrasi yang tertib sesuai dengan peraturan yang telah ditentukan dan untuk mencegah dampak negatif dari penggunaan KTP manual. Penelitian yang berjudul IMPLEMENTASI KEBIJAKAN E-KTP DI KECAMATAN JIPUT KABUPATEN PANDEGLANG bertujuan untuk mengetahui bagaimana pelaksanaan implementasi program E-KTP dan mengetahui kendala mekanisme administrasi E-KTP di Kecamatan Jiput Kabupaten Pandeglang. Teori yang digunakan untuk mendukung analisis implementasi program E-KTP ini yaitu, model implementasi kebijakan yang dikembangkan oleh Edward III yaitu Direct and Indirect Impact on Implementation. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Pemilihan informan menggunakan teknik purposive. Instrument utama penelitian ini adalah peneliti sendiri. Teknik yang digunakan untuk pengumpulan data yaitu: wawancara, observasi, dan studi dokumentasi. Kesimpulan penelitian ini bahwa kebijakan tersebut belum efektif karena masih terdapat beberapa kekurangan dari pemerintah, yaitu; kemampuan sumber daya pegawai yang kurang optimal, kurangnya fasilitas yang dibutuhkan, kurangnya sosialisasi kepada masyarakat sehingga kurangnya informasi yang diterima masyarakat, kurangnya koordinasi dan komunikasi, dan kurangnya pemberian pelayanan yang optimal. Its policy has purpose to create good administration which align with the rule that has been determined and to prevent negative effect from the using of manual KTP such as prevent and close a chance appearance double KTP, during this time many citizens misuse it that can cause lost for state. The rescarh with title IMPLEMENTATION OF E-KTP POLICY IN JIPUT DISTRICT, PANDEGLANG REGENCY should be reviewed because researcher would like to know on how the implementation of E-KTP Program in Jiput and knowing constrains of the mechanism E-KTP administration in the Kecamatan Jiput Kabupaten Pandeglang, district with clarify, outline, describc and analyze a phenomena of public policy implementation that develop in society with describing that implementation. Theory that used to support implementation analysis of E-KTP Program is policy implementation model that developed by Edward III called with Direct and Indirect Impact on Implementation. Research methodology that use is descriptive method with qualitative approach. Therefore in choosing informant rescarcher uses purposive. Whereas that become main instrument in this research is researcher its self. Technique, such as; interview, observation, and documentation study. This rescarch conludes that policy is perceived hasn’t yet effective because still there a frew weaknesses from the government, that are; capability of employee resourees that handle E-KTP less than optimal, government can’t fulfill facility that needed when that policy being implemented, lack of socialization that has been done by government of Jiput District for society so that society accept less information, lack of coordimation and communication, and lack of optimum service.
