Abstract

Problems in-efficiency in the bureaucracy is a problem that develops over time. Karakteritsik very procedural bureaucracy, formalistic and bureaucratic levels of the hierarchy makes inefficient when viewed from the cost and time. In-effeciency bureaucracy is also present in human resource management. Beginning of the process of formation, recruitment, selection, training and development, remuneration and dismissal. In-efficiency in Human Resources management can be suppressed if the bureaucracy to implement e-HRM. E-HRM is a computer system that is used to acquire, store, retrieve and distribute information related to HR. e-HRM refers to the processing and digital transfering was used in HRM that include text, sound and visual images from a computer or other electronic device. The implementation of e-HRM to be supported by a variety of readiness Bureaucracy including Telecommunications Infrastructure, the level of implementation, such as computer hardware, networking and infrastructure, the level of connectivity and use of IT by the government, readiness of human resources, availability of funds and budget, the law, the process of change paradigm.
