Implementasi Program Bantuan Operasional Sekolah Tahun 2016 pada Jenjang Pendidikan Sekolah Dasar di UPT Dinas Pendidikan dan Kebudayaan Kecamatan Karangtanjung Kabupaten Pandeglang. Program Studi Ilmu Administrasi Publik. Fakultas Ilmu Sosial dan Ilmu Politik. Universitas Sultan Ageng Tirtayasa. Dosen Pembimbing I : Kandung Sapto Nugroho, M.Si., Dosen Pembimbing II : Riswanda, S.Sos., M.PA., Ph.D Penelitian ini bertujuan untuk mengetahui Implementasi Program Bantuan Operasional Sekolah Tahun 2016 Pada Jenjang Pendidikan Sekolah Dasar Di UPT Dinas Pendidikan dan Kebudayaan Kecamatan Karangtanjung Kabupaten Pandeglang. Penelitian ini dilakukan di 3 (tiga) sekolah dasar UPT. Dinas Pendidikan dan Kebudayaan Kecamatan Karangtanjung Kabupaten Pandeglang yaitu SD Negeri Kadumerak 1, SD Negeri Cigadung 5 dan SD Negeri Cigadung 1. Metode penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data melalui observasi dan dokumentasi kegiatan. Analisis data yang digunakan teori yang dikemukakan oleh Miles dan Huberman. Hasil penelitian menunjukan bahwa Implementasi Program Bantuan Operasional Sekolah Tahun 2016 Pada Jenjang Pendidikan Sekolah Dasar Di UPT Dinas Pendidikan dan Kebudayaan Kecamatan Karangtanjung Kabupaten Pandeglang dilihat dari faktor komunikasi, sumberdaya, kecenderungan dan struktur birokrasi rata-rata dari hasil wawancara sudah sudah berjalan sesuai dengan juklak dan juknis. Faktor pendorong yaitu semua masyarakat memiliki antusias yang tinggi dalam memilih sekolah gratis dan tidak akan kekurangan siswa, dengan adanya program BOS angka putus sekolah dan tinggal sekolah dapat ditekan, dan faktor penghambat yaitu waktu Pencairan dana BOS tidak tepat waktu, penggunaan Dana BOS terkadang tidak sesuai dengan rencana kegiatan dan skala prioritas kebutuhan sekolah karena adanya campur tangan birokrasi dalam pengelolaan dana BOS dengan adanya instrument biaya yang tidak terduga yang harus dibeli sekolah yang ditentukan oleh dinas terkait. This research method is qualitative research with descriptive approach, with technique of data collecting through observation, interview and documentation of activity. Data analysis used by the theory proposed by Miles and Huberman. The results showed that the Implementation of School Operational Assistance Program 2016 years At Primary School Level Education At UPT Education and Culture Office Karangtanjung District Pandeglang District seen from communication factors, resources, trends and average bureaucratic structure of the results of interviews already been running well, already exist the benefit felt by the community as a driving factor is that all people have high enthusiasm in choosing free schools and will not be short of students, with the BOS program the number of dropouts and school stay can be suppressed, and with the inhibiting factor is the time BOS funds disbursement is not timely , the use of BOS funds is sometimes incompatible with the planned activities and the priority scale of school needs due to bureaucratic intervention in the management of BOS funds with the existence of unexpected cost instruments to be purchased by schools determined by the relevant agencies.
